Background of the Assignment

Key Responsibilities and Duties
1. Drugs and Precursor Control Responsibilities

- Prepare and seek approval for the Year Two Work Plan in coordination with national counterparts

- Support coordination meetings between Lao PDR, Thailand, and Viet Nam to improve customs procedures related to chemical shipments
- Facilitate capacity needs assessments for northern and southern forensic laboratories
- Support the roll-out of e-learning modules for law enforcement agencies
- Assist in the procurement of equipment for high-risk drug and chemical trafficking areas
- Identify training needs and organize capacity-building programmes for law enforcement officers on searches, seizures, investigations, and legal procedures
- Support quarterly donor reporting
2. Human Trafficking and Migrant Smuggling Responsibilities

- Prepare and conduct trainings on identification, screening, and referral of victims

- Organize trainings on proactive investigation techniques for anti-trafficking police units
- Assist in bilateral exchanges between TIP police units
- Support donor reporting and documentation

- Supreme People’s Procuracy

Qualifications and Eligibility Criteria
Educational Qualifications
- Master’s degree or equivalent in law, social sciences, research, or a related field

Professional Experience

- At least 5 years of relevant professional experience in:
- Project management
- Organizing workshops and trainings
- Human trafficking, migrant smuggling, drug trafficking, or transnational organized crime
- Strong knowledge of Lao PDR’s legislative frameworks and policies related to trafficking and drugs
